1) The applicant must be a Kuwaiti trader (an individual, a company, or a foundation) registered in the Commercial Registry, in the Chamber of Commerce and Industry in Kuwait, in the Ministry's Suppliers Register, and the Central Tenders Agency.
2) The bidder may be a foreigner, with a Kuwaiti partner or a trading agent with a notarized formal contract. Those who want to receive the statement of conditions must have the following documents:
- A copy of the Commercial Registration Certificate.
- A copy of the Kuwaiti Chamber of Commerce and Industry registration certificate.
- A copy of the Central Tender Committee Registration Receipt.
- A copy of the Employment Support Certificate.​​​
